China, the United States, Europe, Japan and South Korea's Five Intellectual Property Offices Cooperation (IP5) Mechanism

In order to solve the problem of the rapid increase in patent applications and the serious backlog of pending cases, in 2007, the China National Intellectual Property Office (CNIPA), the European Patent Office (EPO), the Japan Patent Office (JPO), and the Korean Intellectual Property Office (KIPO) ) And the United States Patent and Trademark Office (USPTO), the five countries/regions' intellectual property institutions have established the China-US-Europe-Japan-Korea Intellectual Property Five Cooperation (IP5) mechanism.


The Five Intellectual Property Offices of China, the United States, Europe, Japan and South Korea have handled about 80% of the global patent applications and 95% of the PCT patent applications. The Five Intellectual Property Offices of China, the United States, Europe, Japan and South Korea have worked closely to jointly improve efficiency and deal with the backlog of patent applications. The heads of the five bureaus meet annually to review the progress of cooperation and decide on strategies.


In October 2016, the Directors of the Five Intellectual Property Offices of China, the United States, Europe, Japan, and South Korea agreed to establish a new forum, the IP5 Industry Advisory Group (ICG), with a view to expanding consultations with the industry to China based on the success of the GDTF. Other areas of cooperation among the Five Intellectual Property Offices of the United States, Europe, Japan and South Korea.

The IP5 industry currently consists of the following organizations:

■China Patent Protection Association (PPAC)

■Chamber of Commerce of Europe (Business Europe)

■Japan Intellectual Property Association (JIPA)

■Korea Intellectual Property Association (KINPA)

■American Intellectual Property Association (IPO)

■American Intellectual Property Law Association (AIPLA)


On July 21, 2020, the China-US-Europe-Japan-Korea IP Offices Cooperation Directors’ Meeting will be hosted by the State Intellectual Property Office of China for the first time through a video conference. This meeting will focus on the strategic measures to deal with the new crown pneumonia epidemic and the cooperation of the Five Bureaus in the post-epidemic era. It will also discuss the online meeting guidelines for the new working model of the cooperation between the Five Bureaus and the communication procedures with the industry of the Five Bureaus and emerging the progress of technologies,artificial intelligence and other cooperation projects
